The presenters, Rich Boscarino and Chris Lieberman of Con Edison Emergency Management, will walk participants through a dramatic simulated emergency scenario involving a hurricane followed by near-freezing temperatures. Active roles will be played by members of the IDEA Mutual Assistance for District Energy (MADE) network. The event will be held as a 90-minute interactive webinar and will be recorded and posted on the IDEA website for future reference.
Rich is the Department Manager of Operations Emergency Management at Consolidated Edison Company of New York, Inc. During his 20 plus year career in the utility industry, he has held numerous positions in Engineering, EH&S, and power plant management. Prior to his current role, he was the Operations Manager for Steam Distribution where he oversaw system planning, maintenance, outages, and routine and emergency operations.
In his current role, he is responsible for planning, implementing, and overseeing emergency management activities for the Company's Steam, Gas, Transmission, and Substation Operations organizations. Rich works closely with federal, state, and local agencies such as New York City Office of Emergency Management, Westchester County Department of Emergency Services, New York State Department of Homeland Security and Emergency Services, and Westchester County municipal officials and OEM personnel.
Chris Lieberman joined Con Edison's Operations Emergency Management as a Project Specialist in 2012 and is assigned as the embedded employee in Steam Operations. His duties also include being involved in several department programs and initiatives including, but not limited to, the Con Edison Biological Chemical Weapon Response Team (CEBCWRT). He is a Master Exercise Practitioner and an adjunct instructor for the New York State Office of Emergency Management and served as full-time liaison to the Westchester County Office of Emergency Management shortly after September 11, 2001 to assist in the development of Homeland Security and Counter-Terrorism plans and response elements.
Chris recently retired after a 23 year career with the Westchester County Department of Public Safety (County Police) where he enjoyed assignments in the Patrol and Special Operations Divisions; Emergency Services Unit, Police Academy and as a CFI in the Aviation Unit.
Antonio Caccavale joined the Emergency Management team at Consolidated Edison Company of New York, Inc. in September of 2015. During Mr. Caccavale 8 year career he has held various positions of increasing responsibility in Gas Operations, Electric Support Services, Substations Operations, Construction and Engineering where he represented Con Edison on City and State agencies public works projects.
In his current role, he is responsible for planning, implementing and overseeing emergency management activities for the Company's Steam Distribution and Generation departments.
He holds a Master's Degree in Mechanical Engineering with a specialization in Material Science and a Bachelor's Degree in Mechanical Engineering with a minor in Business from Stony Brook University.
