Legislative Director Meets with White House Staff

IDEA Legislative Director Mark Spurr met recently with key White House staff responsible for policy development on both the climate change and restructuring issues. During January, Spurr met with Elgie Holstein at the National Economic Council to brief him on district energy and its potential contribution to reducing emissions of greenhouse gases and air pollution. In February, Spurr again met with Mr. Holstein, and Linda Lance of the White House Council on Environmental Quality to discuss issues relating to power industry restructuring. District energy was discussed during this group meeting with other members of the Sustainable Energy Coalition. Spurr followed up this discussion with additional information for Holstein, Lance and other White House staff. Mr. Holstein was recently named Chief of Staff for Federico Pena, the new Secretary of Energy.

Northwind Boston to Bring Cooling to Boston

Northwind Boston LLC, a subsidiary of Boston Edison Company, announced plans for the development of a new ice­based central cooling plant in Boston's Back Bay. The district cooling plant will produce almost 3 million pounds of ice at night. The ice will be melted during the day and the ice water will be distributed through an underground network of pipes to air condition commercial office buildings.

This new system will be able to cool approximately 5 million square feet of customer space. Northwind's partner in Chicago, Unicom Thermal Technologies, Inc., uses the same technology in the world's largest ice­based district cooling system, cooling about 25 million square feet of space in Chicago's downtown Loop area.

 

Current plans call for Northwind to lease over 30,000 square feet in The Publishing Society Building of The First Church of Christ, Scientist. High­efficiency cooling equipment and ice storage tanks will be located primarily in the basement and in other industrial­grade space of The Publishing Society Building, which once housed newsprint storage and other processes. The Christian Science Monitor is now being printed off­site.


Kattner/FVB and FVB District Energy Merge

Kattner/FVB District Energy Inc. in Minneapolis and FVB District Energy in Edmonton recently announced their merger. The company will operate under the name Kattner/FVB District Energy Inc. John F. (Jack) Kattner will serve as president of the new company and Bernt Andersson will be the chairman of the board. Andersson will relocate to the parent company's corporate office in Västerås, Sweden, this summer and will remain the corporation's North American liaison.

The merger reflects the growth of the two companies as engineering, operations, management and marketing consultants to the district energy and cogeneration industry.

Atlantic Thermal Systems and The Eastern Group Acquire Harrisburg Steam Works and Paxton Creek Cogeneration Associates

In January, Atlantic Thermal Systems (ATS) and The Eastern Group (Eastern) announced the acquisition of Harrisburg Steam Works, Ltd.(HSW) and Paxton Creek Cogeneration Associates (PCCA). PCCA owns a cogeneration facility which sells electricity to Pennsylvania Power & Light Company and thermal energy to HSW. HSW distributes steam to over 320 industrial, commercial and residential customers in Harrisburg. Final transfer of ownership of HSW is pending approval by the Pennsylvania Public Utility Commission.

"Through this purchase, ATS and Eastern bring the resources and experience necessary for the further growth of PCCA and HSW. It will also provide new market relationship opportunity for ATS in a region we feel is important in this changing energy market," said Frank DiCola, president of Atlantic Thermal Systems.

ATS is a wholly-owned subsidiary of Atlantic Energy which develops, owns and operates thermal heating and cooling systems and provides other energy related services to business and industry. ATS is currently constructing a new district energy center which will deliver heating and cooling to Atlantic City. Eastern is a leading provider of energy products and services.

Harrisburg Steam Works and Atlantic Thermal Systems are both members of IDEA.


Trigen Energy and Kansas City Sign Chilled Water Contract

The City Council of Kansas City, Missouri has signed an agreement with Trigen Energy to purchase chilled water from Trigen's Kansas City Chilled Water System, currently under construction. According to the contract, Trigen will provide cooling services to each of the City's six downtown buildings for 20 years. The buildings include convention facilities, offices, court facilities, and police headquarters.

This approval follows a contract signed last month to provide cooling services to three buildings owned by Jackson County. Trigen's investment in the first phase will be approximately $11 million and is expected to grow to over $25 million by the time the system in fully developed.

Chilled water will be produced with steam from Trigen's district heating system as well as from electric chillers leased from the City's convention center and powered by the local utility. The system will center around a multi-million gallon thermal energy storage tank which will be "charged" at night and the chilled water used during the day for cooling.

EuHP Releases District Heating Handbook

The European District Heating Pipe Manufacturers Association (EuHP) has recently published a district hearing handbook dealing with all aspects concerning design, installation, operation and maintenance of pre-insulated district heating pipe systems. The 320 page handbook is written by well-known and respected experts from the industry and is expected to be the basis of the European standard for pre-insulated pipe systems.

Marketing Workshop Provided Useful Information for All

The Marketing Workshop was held March 6-8, 1997 in Philadelphia, Penn. With 35 people in attendance, it was the largest workshop in recent years. The attendees heard from three Trigen-Philadelphia customers, Dr. Dick Lancioni and other speakers on deregulation, steam cooling and what customers want.

It was decided that next year's meeting will be held in conjunction with the College/University Conference, March 18-20, 1998 in Santa Monica.


UVA Wins Medal for Energy Efficiency

The U.S. Environmental Protection Agency awarded the University of Virginia with a Bronze Medal for being a top pollution preventer in their Green Lights program. UVA upgraded 13 percent of its campuses' reportable 7.9 million net square feet. IDEA member, Cheryl Gomez, director of utilities, was present at the November 26 ceremony when the university received the award.

Honeywell Wins 1997 ENERGY STAR© Buildings Partner of the Year

Honeywell, an IDEA member company, was named the 1997 ENERGY STAR© Buildings Partner of the Year by the U.S. Environmental Protection Agency Atmospheric Pollution Prevention Division. The award recognizes Honeywell for excellence in environmental leadership, energy efficiency and its work in promoting the ENERGY STAR© Buildings program.

The EPA's ENERGY STAR© Buildings initiative is a voluntary program that encourages public and private U.S. organizations to reduce pollution through the use of energy-efficient technologies.

People in the News

Consolidated Edison announced the promotion of Richard Morgan to vice president of steam operations following a meeting of the company's board of trustees. Morgan who joined the utility in 1961, has also served as a director for IDEA. He held various positions with Con Edison in construction and administration before being promoted. Most recently he served as assistant vice president of steam operations. Morgan is responsible for the operation of Con Edison's 2,000 customer steam system.

R.G. Vanderweil Engineers Inc. of Boston announced that Garen Demirchian, P.E. has been promoted to Senior Associate of the firm. As a member of Vanderweil's Facilities Services Group for the past seven years, Demirchian has promoted district heating and cooling and has assisted utility companies in developing and implementing energy conservation programs.

HOUSTON INDUSTRIES ANNOUNCES JOINT VENTURE TO DEVELOP DISTRICT COOLING BUSINESS

 

Houston Industries Incorporated announced today it has formed a joint venture with Unicom Thermal Technologies Incorporated of Chicago, to develop a district cooling system in downtown Houston. The new company, to be known as Northwind Houston, will provide chilled water from a central plant for comfort cooling of office buildings, hotels, and entertainment complexes, focusing initially on the central business district.

 

Northwind Houston's district cooling facility will employ a highly efficient, ice­based cooling system that produces ice during periods of off­peak electrical power usage, typically at night. During the day, the ice will be melted and the chilled water pumped through an underground distribution network for use in air­conditioning customer buildings. After cooling the building, the water is circulated back to the plant where the process begins anew.

Construction of the district cooling system is expected to begin in the second quarter of 1997. Northwind Houston anticipates commencement of service in 1998.

Unicom Thermal Technologies Inc. (UTT) is a subsidiary of Unicom Corporation of Chicago, Ill., and a sister company to Commonwealth Edison, the electric utility serving Chicago and Northern Illinois. UTT was incorporated in 1993 to provide district cooling service to buildings within the Chicago loop. The Chicago system currently provides cooling to 19 commercial facilities, including The Chicago Board of Trade. UTT is also participating in the development of similar district cooling projects in Boston, Mass. and Windsor, Ontario. Northwind Houston is a non-regulated affiliate of Houston Industries Incorporated created to provide customers with district cooling services in the form of chilled water produced in large central plants and distributed to multiple buildings through a underground piping network.

Nominations are actively being sought for the Norman R. Taylor Award, IDEA's "man-of-the-year" award which recognizes life-long achievement and support of the district energy industry. Nominations are also being accepted for the Public Sector Leadership Award. This award differs from the above in that it recognizes active, consistent support of the district energy industry by a person in the local, state or federal public sectors. Past award winners include The General Services Administration; New Jersey General Assemblywoman Maureen Ogden; Trenton, New Jersey Mayor Arthur Holland; St. Paul Mayor George Latimer; Michael Wiggin, Energy, Mines and Resources Canada; Fred Strnisa, New York State Energy R&D Authority; and Gordon Bloomquist, Washington State Energy Office.

Awards will be conferred during the 88th IDEA Annual Conference, June 14-17, 1997 at the Hotel Del Coronado, San Diego, Calif.
