EBRD Loan
To significantly reduce energy waste and air
pollution in five Romanian municipalities the European Bank for
Reconstruction and Development (EBRD) is providing a $45 million
(ECU 40 million) loan to the Romanian government. The loan will
be used to restructure and modernize the district heating network
and introduce affordable, cost-reflective pricing.
Edison Mission Energy Announces Construction
of 180MW Cogeneration Plant in Turkey
Edison Mission Energy, an Edison International
company, announced on April 21 that Doga Enerji A.S. has completed
financing and commenced construction of the $182.4 million Doga
Enerji Cogeneration Project located in the Esenyurt suburb of
Istanbul, Turkey. Doga Enerji A.S. is a joint venture company
owned 80 percent by Edison Mission Energy and 20 percent by Turkish
developers.
The 180megawatt, natural gasfueled
Doga Enerji Cogeneration Project will provide both hot water to
heat 14,000 new homes and electricity urgently needed by TEAS,
the Turkish national electric utility. The project will begin
to provide heat for the new homes in the summer of 1997. Construction
of the entire project is scheduled to be completed by late 1998.
IDEA Supports Emissions Cap and Trade Program
IDEA has signed-on to a Policy Statement for
Allocation of Emissions on an Output Performance Basis that was
issued by the Ozone Transport Assessment Group (OTAG). The Cap
and Trade emissions program recommended by OTAG ensures that the
allocation of emission rights is conducted on an output performance
basis. Output performance accounts for both lower emissions and
overall efficiency. Thus an allocation on this basis provides
incentive for the continued use of sources which have the lowest
emissions and have made the most technological advancements.
IDEA is in support of this Cap and Trade program
because it will ensure that the allocation is equitable to all
participants.
