Distribution Workshop Moving Full Steam Ahead

Plans are well underway for the 10th Annual IDEA Distribution Workshop, which will be hold on September 23-25, 1998 at the Fort Lee Hilton in Fort Lee, New Jersey, just moments from the excitement of Manhattan. Consolidated Edison has graciously offered to serve as our host as IDEA invades the Big Apple. We have two days of technical tours plans, as well as informative and helpful presentations. Clinton Addresses Climate Change

In a July 23 statement commenting on the tempering of the Knollenberg language in the House HUD/VA appropriations bill, President Clinton stated, in part: AWith much of the country suffering a stifling heat wave, and with each month so far this year setting a new record for global temperatures, the American people expect and deserve a fair, honest, and informed debate on the issue of climate change. Some in Congress would have stifled that debate by effectively imposing a gag order on federal agencies. Thankfully, the House voted to remove this language from the VA/HUD Appropriations bill. Unfortunately, the bill still contains other provisions that would restrict our ability to move forward with cost-effective steps to reduce the greenhouse gases that cause global warming. And appropriations bills moving through Congress would cut by nearly one-half my proposed research and tax incentives for energy efficiency and clean energy technologies -- measures that would reduce energy costs for American families while curbing greenhouse gases.@

In his July 25 weekly radio address, President Clinton stated, in part: AGrowing evidence suggests that the extreme and erratic weather we=re seeing in America and around the world is being intensified by global warming...The world=s leading climate experts predict even more extreme weather unless we reverse this dangerous warming trend...We must all do our part to protect the environment, and as the nation=s largest energy consumer, the federal government must lead. At my direction, we=re undertaking a multi part initiative to put our house in order. Today, I=m pleased to announce the first four parts of this plan, aimed at increasing the efficiency of federal buildings. First, I=m directing federal agencies to work more closely with private contractors to retrofit federal buildings and other facilities with the best energy-saving technology, at no cost to taxpayers. Second, we=ll replace hundreds of thousands of conventional light bulbs and fixtures with more efficient florescent, which will pay back in energy savings nearly five times what they cost to install. Third, I=m directing all agencies to work toward bringing their existing buildings up to EPA=s >Energy Star= standard of energy efficiency. And fourth, the Defense Department and six other federal agencies will adopt >sustainable design= guidelines for all new federal buildings to reduce their energy use.@ The full text of Clinton=s statement can be found at <www.whitehouse.gov/WH/html/1998-07-25.html>

Spence Acquires Ashcroft Temperature Regulator Product Line

IDEA member, Spence Engineering, Inc. Walden, New York, a division of Wats Industries of N. Andover, Mass., has acquired the Temperature Regulator Product Lines of Ashcroft, a division of Dresser Industries. The Temperature Regulator Product Line of Ashcroft will be marketed along with the complete line of Spence Pressure and Temperature Regulators. This acquisition provides Spence with the most complete line of Temperature Regulators in the industry, including a choice of two way or three way Regulators in a choice of materials and seating designs.

Caldwell Energy=s Thermal Energy Storage System to Boost Wisconsin=s Electric Power by 100 Megawatts

Caldwell Energy & Environmental, Inc. (CE&E) has been selected by Wisconsin Electric to engineer and construct two Thermal Energy Storage (TES) systems for turbine inlet air cooling. The inlet cooling systems will boost the peak capacity of the Paris Generating Station and the Concord Generating Station by more than 100 megawatts. The systems will be the largest in the world for this application. Each project is in the $12 million range and will be completed for the 1999 summer peak season.

Southampton, Camden, Greeenwich Add CHP to Community Heating

The residents of over 300 homes in the Holyrood estate in Southampton, London are benefiting from the installation of a new CHP unit which supplies 180 kW of heat, via underground heating mains, to the homes and 110 kW of electricity to the nearby Challis Court elderly people=s home. The Holyrod scheme will eventually be linked to Southampton=s geothermal community heating project, which provides city center buildings with heat generated from a variety of sources, including an underground geothermal source.

Meanwhile, residents of Regents Square housing in Camden, central London, are benefiting from a new, small-scale CHP unit installed in the boilerhouse of the adjacent Institute of Neurology. The CHP unit supplies 180 kW of heating through insulated underground heating mains to the 103 flats in Regents Square, and also generated 110 kW of electricity for use by the Institute. Residents of the London Borough of Greenwich=s Glyndon estate in Plumstead are benefiting from a new CHP unit in two ways. The unit supplies 280 kW of heat to the community heating system in one block of 182 flats, while the electrical output is used both the power the boilerhouse and to feed heat pumps fitted in flats of another block.

The Energy Network Purchases Cogeneration Unit at Hartford Hospital

CTG Resources, Inc. announced today that its unregulated subsidiary, The Energy Network, Inc. (TEN) has completed the purchase of the cogeneration facility at Hartford Hospital. Arthur C. Marquardt, CTG Resources president and chief executive officer, said, AThe purchase completes the first step in CTG=s plan to be the energy provider to the south end development in Hartford.@

John Meehan, Hartford Hospital=s president and chief operating officer, said, AAfter a thorough analysis it became clear that this is a solution that will provide Hartford Hospital the most competitive, reliable energy supply.@

The facility, which was purchased from Kenetech=s subsidiary CCF-1 Inc. of Meriden, Connecticut, will supply steam and electricity to the hospital and sell electricity to the local utility. Four bargaining unit employees have been added to the TEN workforce plant operations to handle the facility. TEN plans to automate the facility, making it more efficient because it can be run remotely. The unit currently is off-line for upgrades, and is scheduled to be back on-line by January, 1999, under TEN=s management. The remaining term of the contract with the hospital of approximately 20 years is expected to generate approximately $120 million in revenues. The specific terms of the transaction were not disclosed.

Foster Wheeler Awarded $17 Million Contract to Supply Swedish District Heating/Power Plant

Foster Wheeler Corporation announced that Sweden=s Sala-Heby Energi AB has awarded a turnkey contract valued at approximately $17 million to Foster Wheeler Energia Oy for a power plant to supply district heating and electricity for the towns of Sala and Heby, located about 75 miles northwest of Stockholm. Based in Finland, Foster Wheeler Energia Oy is an operating company of United States-headquartered Foster Wheeler Energy International Inc.

Scope of project for Foster Wheeler includes the entire power plant: design, engineering, project management, bubbling fluidized-bed (BFB) boiler, turbine, generator, civil works, automation, electrification and other equipment. The biofueled (wood chips) BFB boiler, the thirteenth delivered to projects in Sweden by Foster Wheeler Energia Oy in recent years, will generate 9.5 MW of electricity to Sala-Heby=s electrical network and 20 MW of district heat to the city of Sala.

Work on the project, which highlights Foster Wheeler Energia Oy=s position as a major supplier of turnkey power plants in Scandinavia, is starting immediately and the plant is scheduled to be completed in April of 2000.

U.S. Department of Energy Calls for Proposals to Demonstrate Energy-Saving Industrial Technologies

The U.S. Department of Energy (DOE) invites proposals from the Nation=s energy-intensive industries to demonstrate technologies and process innovations that will save energy, improve efficiency, and minimize waste. Proposals will be considered for cost-shared funding by NICE3 (National Industrial Competitiveness through Energy, Environment, Economics) program - a strategic partnership among state energy, economic development and environmental departments, industry and DOE.

The program is part of DOE=s Office of Industrial Technologies, which targets the most energy-intensive AIndustries of the Future,@ including the aluminum, chemicals, forest products, glass, metalcasting, steel, agriculture, and mining industries.

Primelink to Measure Steam for Con Edison

Primelink (Connectisys) and SkyTel Labs in Jackson, Mississippi, have completed a certification process for the PrimeLink product, SmartGate. PrimeLink has completed full loop testing of its telemetry with Consolidated Edison and has contracted to deploy its TransComm product in the months ahead reading Con Edison steam meters.

SkyTel, a PrimeLink joint marketing and development partner, throught its nationwide network, expects to help push for marketing PrimeLink-certified telemetry products in the automatic meter reading (AMR) market today.

Nalco Chemical Company Announces Acquisition of CSC-Kemico in Malaysia

Nalco Chemical Company=s subsidiary, Nalcochemical (Malaysia) Sdn. Bhd., announced the acquisition of CSC-Kemico (S.E.A.) Sdn. Bhd. CSC-Kemico is a water treatment company formerly owned by Salcon Engineering Sdn. Bhd.

Based in Shah Alam, Malaysia, CSC-Kemico provides water treatment products and services to middle market customers such as those in the palm oil, electronic, food and beverage, light industrial and office building industries throughout the country. Annual sales are approximately US $2 million.

Commenting on the acquisition, Nalco Chairman and Chief Executive Officer Ted Mooney said, AAsia continues to provide substantial growth opportunities for Nalco despite the current economic turmoil enveloping the nations in that region. CSC-Kemico will make a fine addition to our business in the Pacific.@

Obituary

Longtime IDEA life member, Robert Sigworth, 104, passed away on Saturday, July 25, 1998. Known as the AFather of Penn State=s Power Plant@, he retired as Director of Utilities in 1955. He will be sorely missed by all of his friends in IDEA.
