IDEA Encourages Congressional Action

IDEA recently sent a letter to the members of the House and Senate Appropriations Committees and the House Ways and Means Committee encouraging them to fund Fiscal Year 1999 programs to overcome barriers to implementation of district energy and combined heat and power. It also sent a letter to members of the Senate Finance Committee encouraging them to consider proposals for investment tax credits for combined heat and power and other energy-efficient technologies. Along with the letters, each member received a District Energy Is the Link video to further educate them on district energy. 89th Annual Conference Focused on Changing the World

 
More than 350 district energy professionals and other interested parties attended IDEA’s 89th Annual Conference and Trade Show in San Antonio, Texas, June 13-16, 1998. In addition to attending the many technical presentations, conference-goers were honored with a keynote address delivered by the then U.S. Secretary of Energy Federico Peña. Secretary Pena received IDEA’s 1998 Public Sector Leadership Award in recognition of his leadership on critical energy related issues, including climate change and power industry restructuring. The Secretary spoke to attendees regarding the inter-relationship between energy and the environment and the role district energy and cogeneration can play in meeting the world’s energy needs and ensuring a positive environmental future.

During the opening luncheon, participants heard from Leonard Young, Chief Operating Officer of the San Antonio Water System, David Lawrence, President of Euroheat & Power, Unichal, Erwan Cotard, Director of Research for Cogen Europe and from Thomas Casten, President, Trigen Energy Corporation. In a special ceremony, Mr. Casten was presented with the IDEA Visionary Award for his achievements in raising the profile of district energy and cogeneration with the Clinton Administration.

Participants were able to enjoy fantastic barbeque and boot-scootin’ at one of Texas’ most famous ranches, Picosa Ranch, which was once home to former Texas Governor John Connelly. This night under the stars on Sunday evening was generously sponsored by Yokogawa Industrial Automation. Monday evening’s exhibitor reception, sponsored by York International, was a big hit with festive Mexican decorations and a strolling mariachi band.

During the Chairman’s Banquet, Chairman Stephen Swinson conferred the following awards: System of the Year Award to Trigen-Baltimore Energy; Norman R. Taylor Award to Richard L. Mayer of San Francisco Thermal; Unsung Hero Awards to Mark Hall of Trigen Energy and Mark Spurr of Kattner/FVB District Energy; Chairman’s Awards were presented to the following: John Andrepont of NSP/Trigen, Bev Gray (posthumously), Lanny Joyce of Cornell University, David Johnson of UCLA, Wayne Robertson of Heery International, Matt Schuerger of District Energy St. Paul, Jonathan Smithers of UCLA, Bengt Soderstrom formerly of Goteberg Energi AB, Victor Stuckey of the San Antonio Water System, Jenny Swinson, Carol Werner of Energy & Environmental Study Institute, Monica Westerlund of Westerlund Communications, and Joette Woodard-Yauk of the Lansing Board of Water & Light. The Best-in-Show Award was presented to Alfa Laval Thermal, Inc. for its creative booth in the exhibit hall. The Chairman’s Banquet was sponsored by Trigen Energy and the wine for the evening was sponsored by NRG Energy Center.

Trigen Expands Chilled Water Service to Kansas City

Trigen Energy Corporation announced that commercial operation of its new chilled water system to serve downtown Kansas City has commenced. Civic leaders and members of the Kansas City business community joined with Trigen to celebrate the startup. Construction for the project began in the spring of 1997 and required a total investment of more than $15 million. Trigen’s new system supplies over 8,000 tons of cooling to eleven buildings in the downtown business district. Trigen plans to grow the system, marketing its services to additional business owners.

The City of Kansas City, Jackson County and the General Services Administration (GSA) have been advocates for the development of a central chilled water infrastructure in the downtown business district since Trigen first introduced the idea in 1990, when it acquired the steam system. George Blackwood, Mayor pro-tem, said, "The joint efforts of The City, The County and the GSA helped make this project happen and reflect their commitment to the continued growth of downtown Kansas City. We believe that this new energy infrastructure makes our downtown more competitive than other options developers may have in the metropolitan area."

Trigen’s system produces chilled water at two plants. The first plant, located in the Bartle Hall Conference Center, consists of 5,200 tons of capacity leased from the City and serves the convention center, the adjacent conference facility and the Municipal Auditorium. The second plant, located at the Grand Avenue Station, where Trigen operates its district heating businesses, utilizes 6,000 tons of steam turbine driven chilling. The two plants will eventually be linked together and incorporate a thermal storage tank at the Grand Avenue Station, allowing Trigen to produce chilled water using lower cost, off-peak power. This stored chilled water will be used during the day as chilling demands peak and electric costs go up. The tank and existing 3.2-mile distribution system will incorporate Trigen’s patented chemical additive allowing the water to be cooled to 32 degrees Farenheit.

Net Operating Income for U.S. Office Building Market at Highest Level in Five Years

The U.S. commercial office building market is continuing its upward march, with net operating income (NOI) jumping 9.68% (7.5% real) to $9.18 per rentable square foot for the private sector - its highest level in five years. This national statistic, the result of a real increase in total income and a continuing decline in total expenses, clearly shows that the office building market is back on solid footing, according to the Builders Owners and Managers Association (BOMA) International’s just-published 1998 Experience Exchange Report: Operating a Cost Effective Office Building, Your Guide to Income and Expense Data. In addition to national statistics, the book contains data analyses for 130 individual cities throughout North America.

Several factors contributed to the industry’s strong showing in 1997; perhaps most notable is the reveral of a three-year trend marked by a 3.96% (1.92% real) increase in total income. Also significant is declining total expenses--although operating expenses inched up due to increases in cleaning, administrative and security expenses, total expenses dropped due to declines in leasing expenses. Fortunately, the increases in operating expenses cannot be blamed on market inefficiencies; the increase in cleaning expenses is largely due to the recent increase in the minimum wage rate, while higher administrataive costs simply reflect the active marketplace and the efforts of property managers to provide better service to tenants. Security expenses have understandably gone up ever since well-publicized tragedies such as the Oklahoma City and World Trade Center bombings.

Nalco Chemical Company Announces Acquisition of Pacific Chemicals

IDEA Member, Nalco Chemical Company announced the acquisition of Pacific Chemicals, a division of Pace International, L.P. Terms were not disclosed.

Based in Seattle, Wash., Pacific Chemicals supplies water treatment products and services, and cleaning and sanitizing chemcial programs to the aviation, seafood, hotel, and office building industries throughout the northwestern United States. Annual sales are approximately $3 million.

Commenting on the acquisition, Nalco Chairman and Chief Executive Officer Ted Mooney said, "Pacific Chemicals is a leading company with a broad base of products and services in the water treatment and cleaning and sanitizing chemicals businesses. Like Nalco, they believe in providing customers with a high degree of on-site service and technical innovation. Pacific Chemical will make a fine addition to our business."

Kattner/FVB District Energy Inc. announced that Project Engineer, Steven M. Tredinnick, P.E., has been elected president of the Minnesota chapter of the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE). Tredinnick was installed at the organization’s annual meeting in May and began his term July 1, 1998.

ASHRAE has announced that William P. Bahnfleth, Ph.D, P.E., has received its Distinguished Service Award. This award salutes members of any grade who have served the Society faithfully and with distinction and who have given freely of their time and talent on behalf of the Society. Bahnfleth serves as Vice-Chairman of IDEA’s Research & Development Forum. We congratulate him on his accomplishment.

The Energy Networks Signs Agreement with Trinity College

The Energy Network, Inc. (TEN), subsidiary of CTG Resources, Inc. announced the recent signing of an Energy Partnership Agreement with Trinity College in Hartford, Connecticut. Under the terms of this agreement, TEN will work in conjunction with Trinity in evaluating optimal short and long-term energy supply options involving steam, hot and chilled water, and electricity systems.

Options to be evaluated will include repowering and acquisition or leasing of the existing power plant facility, extensions of TEN’s existing district heating and cooling network to service the energy needs of the College and other potential energy solutions. The College facilities and buildings would represent an increase to the Company’s heating load of 21 percent and a six percent increase to its cooling load.

 

 

Fortune 500 Companies Unite with New Center to Address Global Warming

A groundbreaking effort to mitigate global warming is winning support from some big backers. The newly minted Pew Center on Climate Change will work to inform the public on the risks of global warming. So far, thirteen Fortune 500 companies have signed-on to lend their names to the effort. The companies include Toyota, Boeing, Lockheed, Sun, and British Petroleum. In an interview with Reuters, Eileen Claussen, director of the center, said, "These are all progressive, constructive companies that decided the time had come to make some kind of a statement of ‘Let’s get on with this and find solutions.’" According to Claussen, a former deputy assistant secretary of state for environmental affairs, the supporting companies believe that emissions reduction is compatible with economic growth. "These companies are in the business to make money, but they think if you do this right we can keep growing the economy at the same time," she said.

Providing financial support for the endeavor is the Pew Charitable Trusts, which gave Claussen a $5 million annual grant for the project. Some of the new center’s initiatives will include an advertising campaign as well as analyses of cost-effective ways to reduce the greenhouse gases that are thought to cause global warming.

Consolidated Edison, Inc. Launches Energy Generation and Supply Company

In May, Consolidated Edison, Inc. launched a new subsidiary, Con Edison Energy, an electric generation and energy supply company that will compete in the wholesale energy marketplace. The new company joins three other subsidiaries as key components in the company’s comprehensive plan to foster competition and offer new services in the emerging, deregulated energy environment.

Con Edison Energy will market customized energy, capacity and risk management services to wholesale customers in New York, New England, the Mid-Atlantic States and the Midwest. The new subsidiary will capitalize on its knowledge of the energy market in these regions and utilize its energy trading expertise to help customers lower costs and manage the risks associated with price volatility, demand and supply in the electric power industry.

"Con Edison Energy will provide wholesale customers with products and services that fulfill their unique requirements and reduce the uncertainty in purchasing electricity in the evolving competitive energy marketplace," said Consolidated Edison, Inc. Chairman and CEO Eugene R. McGrath.

IDEA Exhibits at U.S. House Renewable Energy Expo

On May 21, 1998 IDEA participated in the U.S. House of Representatives Renewable Energy Expo held at the Cannon House Office Building. More than two dozen Members of Congress and leading figures in the U.S. sustainable energy community, as well as U.S. Department of Energy Secretary Federico Pena were on hand for this annual event. IDEA staff, John Fiegel, Marie Williams, Evan Davis, and Troy Foreman all manned the booth during the day. Secretary of Energy Peña stopped by the booth and expressed how much he was looking forward to attending the 89th Annual Conference & Trade Show. IDEA member, Trigen Energy Corporation, also participated in the exposition.

Battle Boosts Combined Heat and Power in Europe

Combined Heat and Power systems could play a key role in delivering European climate change targets, according to United Kingdom Energy Minister John Battle. Reporting on recent Energy Council discussions at an Energy in Europe seminar organized by the combined heat and power Association Mr. Battle said: "The future across Europe looks bright for Combined Heat and Power. CHP can play a significant role in helping the EU meet its carbon emission reduction targets because it delivers both environmental benefits and energy efficiency gains. The European Commission has proposed a strategy with a view to doubling the share of CHP in the community as a whole by 2010. In the UK, we have already been actively promoting CHP. We now have some 1,300 CHP schemes accounting for 4,000 megawatts of capacity, in a whole range of applications. We are supporting a multistrand approach."

National Public Opinion Survey Finds Strong Support for Energy Efficiency and Renewable Energy

A national public opinion survey released by a broad coalition of business, environmental, consumer, and energy policy organizations reveals overwhelming, bi-partisan, and consistent support for federal funding of renewable energy and energy-efficient technologies. Moreover, voters support increasing funding for these technologies now to reduce the emission of greenhouse gases whether or not the U.S. Senate ratifies the proposed global climate change treaty negotiated in Kyoto this past December. However, little support exists for additional federal funding for fossil fuels such as coal and oil or for nuclear power technologies.

ARI Thermal Storage Equipment Section Adopts ARI Standard 900P

The Air Conditioning & Refrigeration Institute (ARI) Thermal Storage Equipment Section has recently approved the proposed "ARI Standard 900P, Thermal Storage Equipment Used for Cooling." The proposed standard is now being reviewed by ARI General Standards Committee. "Assuming adoption of the standard," says Victor Ott, Section Chairman, "our next task will be to develop a certification program. It is our hope that all thermal storage manufacturers will participate in ARI and in our certification program so as to enhance confidence within the engineering community and with consumers as to the quality and performance of thermal storage equipment."

Thermacor Lands Phase II of CO-OP City

New IDEA Member, Thermacor Process, Inc. of Fort Worth, Texas, one of the nation’s leading manufacturers of factory prefabricated preinsulated piping systems has landed the second phase of the 48,000 person CO-OP City housing complex in New York City.

Thermacor garnered Phase I of the CO-OP project in 1995. Phase one consisted of 125,000 feet of preinsulated piping ranging in sizes through 36". Phase II adds another 13,000 feet of the same piping materials along with factory fabricated fittings.

The preinsulated piping consists of steel piping in 40 foot lengths that are insulated with polyurethane foam, which is protected by a high density polyethylene jacket. The joint closures between straight piping lengths and fittings utilize Thermacor’s pressure testable joint closures, a unique seal developed and patented by Thermacor.

The CO-OP project is considered to be one of the largest district heating projects in USA with almost 27 miles of underground piping for hot and chilled water distribution. The piping was and is a totally engineered system with special requirements and schedules.

ARI Revises Guideline K for Refrigerant Containers

The Air-Conditioning and Refrigeration Institute recently published a revision of Guideline K, "Containers for Recovered Fluorocarbon Refrigerants." ARI Guideline K recommends containers and associated labeling when recovering, recycling and reclaiming certain fluorocarbon refrigerants.

The revised guideline clarifies labeling and marking of refrigerant containers and updates the list of informative references.

 

 

Longtime IDEA life member Pete Turchi of Adcons, Inc. In Randallstown, Maryland, died of a heart ailment on May 7, 1998. Donations may be sent to the American Heart Association in his name. He will be sorely missed by all of his friends at IDEA.
