Oval Village DEU Private Public Partnership – A Success Story

Summary

Lulu Island Energy Company (a wholly-owned municipal corporation) and Corix Utilities (a private utility company) created a 30-year private-public partnership to develop a low carbon district energy system. Corix designs, builds, finances and operates the system, LIEC owns and manages the infrastructure, and the City of Richmond’s Council acts as the regulator. This initiative created an innovative model for enabling the implementation of green-field district energy systems that leverages private sector capital and expertise which is backed with municipal influence to secure service area and regulate customer rates. This type of partnership is the first of its kind within Canada.
