Summary

LIEC (a municipal corporation) and Corix (a private utility) created a 30-year private-public partnership to develop a low carbon district energy system. Corix designs, builds, finances and operates the system, LIEC owns and manages the infrastructure, and the City of Richmond’s Council acts as the regulator. This initiative created an innovative model for enabling the implementation of district energy systems that leverages private sector capital and expertise backed with municipal influence to secure service area.
