Mutual aid plans have long been used by electric and gas utilities. IDEA has developed this Mutual Assistance for District Energy (MADE) program to provide a voluntary system for sharing trained personnel resources and emergency equipment among IDEA Member Organizations in the event of such disasters. As a component of the MADE program, an annual Table Top Exercise is to be held.
On October 17, 2013, IDEA system Members were invited to attend the first MADE Table Top Exercise. The event, which was presented as an interactive webinar, simulated an actual emergency scenario affecting a major district energy system.
Chris Lieberman and Rich Boscarino (click names for bios) of Con Edison Emergency Management volunteered to present this first MADE Table Top Exercise event. The event ran for one hour, 10 minutes. If this were a real emergency, several such conference calls would be made over the duration of the emergency operation.
IDEA hosted this presentation to introduce and walk participants through a rigorous and dramatic training scenario, which will include active roles by MADE Participating Members. All IDEA member systems were invited and encouraged to attend and learn the ropes.
