Senator Shaheen reintroduces energy efficiency act, supporting heat recovery technologies

Summary

On August 3rd, Senator Shaheen took efforts to encourage increased deployment of combined heat and power (CHP) and waste heat to power (WHP) systems by reintroducing the Heat Efficiency through Applied Technology (HEAT) Act.

The act, S.1711, focuses on three challenges. One, it would address regulatory issues that can hamper deployment such as lack of uniformity in interconnection standards. Two, it directs DOE and FERC to provide updated guidance on supplemental, backup, and standby fees that reward these technologies for the reliability they provide for the grid. And lastly, the act seeks to establish a grant program supporting implementation of revised output emission standards that better recognize value added by CHP and WHP.
