The 85 year-old Duluth municipal district energy system was in need of infrastructure investment to improve reliability, save energy, conserve water, reduce carbon, and be a cost-effective choice for customers. A major public works project provided the opportunity to modernize the system through steam to hot water transition. This presentation reviews efforts to coordinate stakeholders, secure financing, work with customers, and initiate engineering and construction. Lessons learned will focus on the first phase of construction completed in 2018.
