The province’s two biggest municipalities will have more tools for economic and social development under proposed legislative amendments to the Municipal Government Act and the Halifax Regional Municipality’s charter.

Municipal Affairs Minister Derek Mombourquette introduced amendments on Thursday that would allow Cape Breton Regional Municipality to sell or lease land at below market value and offer tax concessions in its efforts to attract a container terminal to Sydney Harbour.

He also proposed amending Halifax’s charter to allow the municipality to require future development in the Cogswell Redevelopment Area to connect to a district energy system, and to make it possible for the municipality to exceed zoning density requirements in exchange for benefits in the public interest.
