Summary

The New York State Energy Research and Development Authority (NYSERDA) updated the Community Heat Pump Systems Solicitation (PON 4614) to add $7.5M of funding and additional proposal due dates through 2023.

Updates in May 2022
Updated program documents are available on the solicitation page, including a Summary of Changes. The changes include:

  • Due date for Round #6 extended from May 17, 2022 to June 13, 2022
  • Increased budget from $15M to $22.5M
  • Added proposal due dates through 2023
  • Expanded eligibility to include end-use customers that don’t pay the System Benefits Charge (SBC) with preference for projects that primarily serve Affordable Housing end-use customers and/or projects that serve government-owned or government-occupied buildings.
  • Greater emphasis is placed on Affordable Housing, Disadvantaged Communities, Environmental/Climate Justice, and job opportunities for MWBEs, SDVOBs, or formerly incarcerated persons.
  • Increased limit on number of active project awards to an awardee or members of the awarded team in Category B and Category C.

Additional Details
This program accepts proposals to study, design, and construct community thermal energy networks using heat pump technology, as well as produce best practices guidebooks.

A community heat pump system, or community thermal energy network, uses a network of pipes to share heating water among a cluster of buildings, producing the comfort space heating needs of the occupied spaces. The heating water could be centrally produced as hot water via electric-driven heat pumps and circulated for use in the buildings through hydronic radiators, or it could be circulated as ambient-temperature water to serve as a thermal source enabling electric-driven heat pumps located within each building. The heated water could be used for production of domestic hot water, and a chilled water piping network could also be included to serve the comfort space cooling needs of the cluster of buildings.

The Community Heat Pump Systems program selects proposals on a competitive basis for ground source, air source, water source, or multi-source community thermal systems. Teams consisting of building owners and consultants or developers are eligible to submit a proposal to the category that aligns with their current stage of project development.
