Summary

Caddick Group is to lodge a revised planning application for up to 4,000 homes at the Maltkiln site between Harrogate and York.

A new round of consultations are being staged before the updated proposals are submitted to Harrogate Borough Council.

Following a lengthy selection process, the council has chosen Cattal Railway Station as the focus for the new settlement.

Caddick Group, which will be delivering the project, wants people’s views on its latest outline application which takes on board the local authority’s requirements for sustainable development.

If it wins approval, Maltkiln will not only provide thousands of new homes but will feature a local centre with retail, community, and health facilities, recreational green space, a sports hub, two primary schools and employment space.

The application and masterplan for the settlement sets out design responses to the council’s proposed policies and takes on board the latest Government design guidance to provide safe walking and cycling routes, which will reduce reliance on private cars.

These measures will be complemented by financial support for new and extended bus routes and delivery facilities.

Proposals include bridges over the railway line and the removal of level-crossings, which will also allow for operational improvements on the Leeds-Harrogate-York railway line. Improvements are also earmarked for the A59, replacing dangerous junctions.

A district heating network will deliver heat from communal air and ground source heat pumps and enable energy demand to be managed in the most efficient way.
