Summary
On 2 December, the European Commission published the draft Delegated Regulation “as regards the review of harmonised efficiency reference values for separate production of electricity and heat” (DA on HRV). The DA on HRV proposes a new series of revised reference values, which would enter into force in 2024. It proposes that the HRVs should be increased for cogeneration based on coal, fuel oil and peat, with a view to phasing out these fuels from new and refurbished high efficiency CHP. Meanwhile, reference values for waste heat-based CHP are to be reduced, if the source temperature is lower than 200°C. The proposed reference values for cogeneration using gas and other energy sources are not significantly different from those that are currently in place.
