Summary

IF the world fails to meet greenhouse gas (GHG) emissions reduction targets — and it is virtually certain that it will — by 2030, 2050, or any other hopeful deadline that has been established, it may only need to look to two countries, China and India, for the cause. The reasons for it, however, cut right to the heart of the unavoidable conflict between climate action and economic stability.

Put very simply, the global fight against climate change cannot possibly even hope to be successful unless it is successful in China and India. Together they account for about 34 percent of the world population, almost 20 percent of global GDP and slightly more than a third of global emissions; China is the world's biggest GHG emitter, responsible for 27 percent of global-warming gases in 2021, according to a report released by the New York-based Rhodium Group in December 2022, while the US is a distant second with 11 percent, and India is tied for third with the European Union with seven percent.
