$100M will pay to 'decarbonize' state Capitol and Empire State Plaza

The Empire State Plaza and Capitol will receive $100 million in state funding to start the first phase of a plan to decarbonize state buildings.

The 98-acre complex in Albany will implement a thermal energy network as the state moves to reduce greenhouse gas emissions to reach climate goals, according to the Office of General Services.

A steam generation plant heats and cools the cluster of government buildings that function as the seat of New York’s government that includes the Capitol, Corning Tower, and several other large office buildings, as well as The Egg performing arts venue. Other state buildings across New York are also expected to move away from fossil fuel-based energy.

The first phase, which is expected to reduce greenhouse gas emissions at the plaza by more than 20 percent, will include installing electric chillers, which are used to cool state buildings using the central air conditioning plant under the plaza. The plant currently operates one electric chiller and four steam-driven ones.

The agency said that the first phase will also include installing a heat recovery chiller, which will use excess heat in the plant to power “year-round heating and domestic water needs” for the Empire State Plaza concourse.
