Flintco to Lead Critical Energy Infrastructure Upgrade at CU Boulder

Summary

Flintco has been selected as the general contractor for the West District Energy Plant (WDEP) Emissions Compliance Project at the University of Colorado Boulder (UCB), a landmark capital renewal initiative valued at approximately $17 million. This project represents a crucial step in the university’s commitment to environmental stewardship and operational efficiency, while maintaining its essential campus energy infrastructure.

Though it has undergone several renovations, the plant was initially constructed in 1909 and provides heat, power and chilled water for the UCB campus. The modernization project is critical as the State of Colorado implements new emission limits under the Environmental Protection Agency’s National Ambient Air Quality
Standards (NAAQS).

At the heart of this transformation is replacing two 30-year-old combustion turbine generators with state-of-the-art Solar Titan 130 turbines. These new units will not only meet the latest emission requirements under Colorado Air Pollution Control Regulation 7 but will also provide enhanced black start capabilities, ensuring
campus power resilience during grid outages. The scope also includes strategic modifications to the existing boiler system, with Boiler #4 being reconfigured for stand-by operation, while Boiler #3 is being retired, further reducing the facility’s environmental impact.
