The US General Services Administration (GSA) has just released a Request for Information (RFI) on GSA eBuy to evaluate ownership and operational alternatives for the Heating Operations and Transmission Division in Washington DC (HOTD).
The RFI will close on Friday December 20, 2024.
HOTD is the only GSA-managed central heating plant. This unique and historic facility provides steam and chilled water to 61 customers at the heart of the nation's capital, including federal and local agencies and museums.
This RFI explores the most optimal ownership and operating models, decarbonization strategies, and types of services that meet the future needs of some of D.C.’s most valuable and historic buildings.
For many years, GSA has assessed strategies to enhance the value, efficiency and environmental impact of this facility. Unlike previous studies and RFIs that focused on an all-or-nothing approach for the entire HOTD plant and distribution system, this RFI encourages respondents to propose solutions for one or any combination of HOTD’s interrelated systems.
