Summary

Geothermal energy — stable, abundant and low carbon — represents an excellent opportunity for the EU to boost energy security, enhance economic competitiveness and support its climate ambitions.

First, the commission should co-ordinate comprehensive resource mapping to distinguish between high, medium and low-temperature geothermal zones across Europe accurately.

Second, a centralised data-sharing platform must be established. Facilitating the open and accessible exchange of geothermal data among public and private entities, domestically and internationally, will reduce investment risk across the industry.

Third, robust financial incentives must be prioritised. By expanding support for next-generation geothermal technologies — especially superhot, enhanced and advanced geothermal systems — through research and development grants, subsidised loans and cost-sharing mechanisms, the EU can significantly reduce financial risks and stimulate private investment.

Last, integrating geothermal power plants with district heating networks will be essential to maximising geothermal energy’s efficiency and environmental benefits, ultimately enhancing local energy security.
