The Maryland Clean Energy Center (MCEC) is requesting proposals from qualified vendors to develop a public-private partnership plan that roadmaps clean energy deployment in Baltimore, particularly district geothermal. The selected vendor will design a plan that builds partnerships, reduces soft costs, recommends governance structures for district or network geothermal system, and identifies a prioritized pipeline of projects, at least 50% of which will serve low-income and disadvantaged communities. While district geothermal is the focus, the plan may also explore connections to solar, storage, and broader building decarbonization strategies aligned with Baltimore’s 2045 carbon neutrality goals.
