Michael Wiggin Awarded IDEA’s Lifetime Achievement Award: Building the Case for District Energy

IDEA presented Michael Wiggin with its Lifetime Achievement Award at IDEA2026 in Ottawa this June. Ottawa is home to the Energy Services Acquisition Program (ESAP), the federal government's district energy modernization project, and Wiggin helped shape it decades before the Cliff Energy Centre celebrated its opening on June 23, 2026.
 

A career and an industry arriving at the same milestone together doesn't happen by accident. It is the result of forty years of work that, for most of that time, most people considered niche, carried out across research labs, municipal advocacy campaigns, and federal policy tables long before district energy had the profile it does today.

Where It Started

Wiggin has been hands-on in district energy since 1983, when he joined the International Energy Agency's District Heating and Cooling Technical Collaboration Programme as Canada's national representative, a position he held for nearly two decades. During that period, he led the Energy Systems group at CANMET, Natural Resources Canada's federal research laboratory, working directly on district heating project development. He also served on IDEA's Board of Directors and participated in its R&D committee, a natural extension of a career oriented toward moving knowledge into practice.

He also worked with the Federation of Canadian Municipalities to bring Canadian officials to Europe, where hot water district energy systems had been running reliably across Scandinavia and Germany for years. For municipal decision-makers who had only read about the technology, seeing it operating firsthand changed the conversation. It was understated, practical work, the kind that rarely earns recognition on its own, but it closed the gap between the research and what officials believed was possible at home, and it became a defining pattern in how Wiggin approached the rest of his career. In 2001 and 2002, he contributed to a 100-year sustainability plan for the Greater Vancouver Regional District, work that went on to win first prize in the International Gas Union's Sustainable Community Energy Planning competition.

The Bridge to ESAP

From CANMET, Wiggin moved into a bridge role at NRCan, connecting science and policy groups within the federal government, translating technical conclusions into language that could inform decisions and bringing policy realities back into research planning. That experience positioned him to assist Public Services and Procurement Canada on ESAP, the modernization of the federal government's Ottawa-based district heating and cooling system, where he helped introduce PSPC's team to hot water technology as part of a broader shift toward hot water and chilled water distribution system infrastructure.

ESAP has since become one of the most closely watched district energy modernization projects in North America: four energy centres across two provinces, connected by more than 14 kilometres of underground pipe, enabling a range of energy efficiency and resiliency improvements for nearly 90 connected customer buildings while dramatically enhancing publicly available space for citizens of Ottawa.  At IDEA2026, the program's ribbon-cutting marked a milestone years in the making. For Wiggin, it was also a full-circle moment: a project he helped set in motion, reaching completion in the city where IDEA chose to celebrate his career.

The Work That Outlasts a Career

In the last four years, Wiggin has turned his attention to a question at the center of nearly every energy policy debate: how the thermal pathway for building heat compares with full electrification, and at what cost. Working with colleagues through the Boltzmann Institute, he led a study, funded by Environment and Climate Change Canada, comparing the two pathways in scenarios where thermal networks draw on waste heat, reject heat, or renewable sources. At a moment when grid strain and rising energy costs are top of mind for policymakers across Canada and the United States, the research makes the case for thermal networks' place in national energy planning. The work is ongoing.

What the IDEA2026 award recognizes is the scope of that work: forty years of sustained, practical engagement with the question of how thermal infrastructure can serve communities better. The field looks different today than it did in 1983, in part because of it.

As IDEA President and CEO Rob Thornton put it when he presented the award: “Michael does not need a capstone. His work continues. But IDEA wanted to take this moment to gather as an industry and simply say: thank you.”

Accepting the award in Ottawa this June, in the city where ESAP now runs on that same technology, he pointed to the project as proof of what the research had argued for all along: that thermal networks are efficient, cost-effective, and adaptable in ways few alternatives can match. Four decades after he started making that case, the city hosting IDEA2026 is also the one demonstrating it.
