A paradigm shift has occurred in the available labor work force required to operate central utility plants and the associated distribution systems. The movement to high tech or off shore manufacturing, a digital economy and reduction in trade and vocational programs are harbingers to a looming labor shortage. This presentation will offer a comprehensive approach to development and implementation of a program addressing recruitment, training, staff retention and succession planning.
