Assisting Federal Facilities with Energy Conservation Technologies (AFFECT)

Summary

On December 2, 2022, the U.S Department of Energy’s (DOE) Federal Energy Management Program (FEMP) issued a $13 million solicitation for new energy projects that will help federal facilities improve the efficiency of their operations and reduce their carbon footprint.

Applicants must register and submit application materials through EERE Exchange. The application deadline is February 28, 2023, at 5:00 p.m. ET. Applicants are limited to federal government agencies.

The AFFECT 2022 Appropriations FAC will fund projects addressing clean energy supply; load management; storage and resilience; energy efficiency; and mitigation and/or adaptation to effects of climate change. The FAC responds to current priorities and conditions by seeking projects in the categories of Projects Under Development Facing Reductions in Scope Due to Adverse Changes in Fiscal/Economic Conditions, and Load Management projects. AFFECT 2022 FAC projects will yield examples that can be replicated at other federal facilities, while also expanding a diversified workforce within the clean-energy economy in construction, skilled trades, and engineering.

In addition to the AFFECT 2022 Appropriations FAC, DOE intends to provide additional opportunities through a subsequent FAC funded under the Bipartisan Infrastructure Law (BIL).  Federal agencies may submit applications under both this AFFECT 2022 Appropriations FAC and the subsequent AFFECT BIL FAC, should it be issued.  Although it is expected that the subsequent AFFECT BIL FAC would have different requirements and grant sizes than the AFFECT 2022 Appropriations FAC, the same project would not be able to receive grants under both this AFFECT 2022 Appropriations FAC and the subsequent AFFECT BIL FAC.
