The District of Columbia has released a Request for Proposals (RFP) for a private partner who will build and operate a microgrid at the St. Elizabeths East campus. The Microgrid will potentially provide resilient power to the Cedar Hills Regional Medical Center, the Unified Communications Center (UCC), and other users. As the District has previously announced, the DC Homeland Security and Emergency Management Agency (HSEMA) has been awarded nearly $20 million in Federal Emergency Management Agency (FEMA) funding to design and construct a microgrid at the St. Elizabeths Hospital campus to enhance community resilience. These funds are part of FEMA’s new Building Resilient Infrastructure and Communities grant program, which invests in programs that reduce the risk and decrease the severity of disaster impacts on communities. The District was selected for the first FEMA-funded microgrid project in the nation and is intended to serve as a national model for future projects.

The RFP seeks a partner to design, build, own, operate, maintain the Microgrid over a 15-year term and potentially transfer the Microgrid to the District. The partner would enter into a take-or-pay Power Purchase Agreement to supply electricity, hot water, and chilled water for, the UCC, a newly constructed 396-bed shelter and potentially the new hospital and health care complex. The estimated loads for the microgrid total roughly 4 MW of power for critical loads, 16 MMBtu of peak heating and domestic hot water, and up to 1400 tons of cooling with potential for significant expansion to other District off-takers on the St. Elizabeths campus.
The microgrid will provide a redundant and resilient power source that ensures reliable access to health care and emergency services for D.C. residents, including disadvantaged populations. Under the BRIC (Building Resilient Infrastructure and Communities) program, the FEMA grant will help avoid losing power for the emergency room and other critical health services when the new hospital opens in late 2024, and that the UCC, which provides vital communications including 911 service, will stay available even in the event of severe storms, grid outages, and extreme conditions.
The microgrid is expected to integrate, control, and optimize multiple energy sources in order achieve the desired resiliency and other performance requirements. These sources include combined-heat-and-power, on-site solar panels and battery storage, multiple utility feeds, and as a last resort, existing back-up diesel generators. The private partner would take responsibility for overall system design, construction, and financing, while guaranteeing that the microgrid will be up and running in time to meet the energy needs of the new hospital and ambulatory care buildings. After 15 years, the District would have the option of taking full ownership and continuing to operate the microgrid for the benefit of the public.

Amendment 5 to the District’s RFP DCAM-22-CS-RFP-0011 has been posted to the Department’s web site and is attached here for your convenience. Major points of Amendment 5 include the following:
- Revised Site Information (Attachment A7)
- Reduction of the SBE Subcontracting Requirements from 50% to 35%
- Clarification on where and how to submit proposals
- Extension of the period to submit questions about the RFP to August 26, 2022
- Extension of the due date for proposals to September 9, 2022
